Relevant Standards
At present, China mainly relies on the QB/T 5998-2024 Pet Pee Pads (Diapers) standard. Meanwhile, the general standard for disposable sanitary products, GB 15979-2024 Hygienic Requirements for Disposable Sanitary Products, also stipulates basic hygiene requirements and testing methods for such products.
Specific Hygienic Requirements
Microbiological Indicators
Total bacterial count should be ≤ 500 CFU/g. Coliform bacteria, Pseudomonas aeruginosa, Staphylococcus aureus, hemolytic streptococcus, etc., should not be detected.
If the product claims that a certain layer or part has antibacterial effects, the antibacterial part should be tested. Specifically, the antibacterial rate of superabsorbent resin or the absorption layer containing superabsorbent resin against E. coli and Staphylococcus aureus should be > 99%. For other parts (except superabsorbent materials), the antibacterial rate against E. coli and Staphylococcus aureus should be ≥ 50% (dissolvable) or > 26% (non-dissolvable).
If the product claims to act against fungi, the antibacterial rate against Candida albicans should also be evaluated, which should be ≥ 50% (dissolvable) or > 26% (non-dissolvable).

Physical and Chemical Indicators
Requirements cover absorption speed, rewetting amount, diffusion length, saturation absorption ratio, pH value, formaldehyde content, migratable fluorescent substances, etc. For example:
First absorption speed ≤ 15 seconds, second absorption speed ≤ 25 seconds.
Rewetting amount should have no leakage and be ≤ 10.0g.
Formaldehyde content ≤ 75 mg/kg.
Migratable fluorescent substances should not be present.
Appearance Requirements
The surface of pet diapers should be clean, free of pollution or damage. Seals at both ends should be firm without cracking, ensuring that appearance issues do not affect usability or harm pets during use.

The above are China's production standards. However, different countries and regions may formulate additional requirements or standards based on local conditions, such as environmental protection regulations.
