At the National Two Sessions in 2022, many deputies at the National People's Congress and members of the Chinese People's Political Consultative Conference brought proposals on pets at the two sessions.
1、Proposed Anti-Cruelty Pet Law
In recent years, with the increasing popularity of domestic pets, the phenomenon of cruelty, abandonment, and cruelty to animals has been frequently seen in the media. However, due to the lack of relevant laws and regulations on animal cruelty and punishment in my country, it is difficult for this animal cruelty to receive due punishment.
2、Proposed Companion Animal Protection and Management Act
During the National People's Congress and the National People's Congress this year, Xin Jiadan, deputy to the National People's Congress and vice chairman of the CPPCC Jinchuan County, Sichuan Province, focused on animal protection. He suggested speeding up the formulation of the Companion Animal Protection and Management Act. "Companion animals, after a long period of evolution, have been separated from the biological chain of nature and integrated into people's lives. As a gap in the animal law system, whether from the perspective of epidemic prevention or from the perspective of protection and management, it is urgently needed. Formulate special legislation for the protection and management of companion animals to solve various social governance issues surrounding companion animals."
3、Keeping pets endanger the personal safety
At present, there is no special law to regulate the behavior of keeping pets, especially dogs. The relevant content is scattered in the "Public Security Administration Punishment Law", "Animal Epidemic Prevention Law", "Civil Code" and other legal provisions, and the content is relatively simple, and there are no special provisions to regulate pet breeding management. At present, the management of pet breeding is generally carried out in accordance with local regulations or rules on the management of dog breeding. Once the consequences of keeping pets injure people, civil compensation will be given mainly in accordance with the relevant provisions of the Tort Liability Section of the Civil Code, while the maintenance of public safety and order is weak, and at most administrative penalties for public security will be imposed, which are limited to warnings, fines, and confiscation of dogs, etc.
4、Incorporate the education that combines caring for animals and respecting life into the work of moral education in primary and secondary schools
During the National "Two Sessions" in 2022, Zhao Wanping, deputy to the National People's Congress and vice president of the Anhui Academy of Agricultural Sciences, submitted the "Suggestions on Incorporating Life Education with the Theme of Caring for Animals into Primary and Secondary School Textbooks". He pointed out that currently in my country's education system, Emotional education and life awareness education are too few, primary and middle school education lacks the content of caring for animals and respecting life, and some students' life awareness is relatively weak and lacks sympathy. He suggested that education that combines caring for animals and respecting life should be incorporated into the moral education work of primary and secondary schools, earnestly attach importance to the education of respect for life among young people, and cultivate healthy psychological awareness and ideas.
